Provided technical analysis and advice in a case where a telecommunications company bored into a water main while doing horizontal directional drilling. The high rate of flow from the punctured water line damaged the roadway. Issues in the case involved whether the water main had been correctly marked by the water district personnel, the length of time that passed before the water district personnel could shut off the flow of water due to inoperative or concealed valves, the standard of care for exercising valves in the water system, and the reasonableness of the repairs that were done to the roadway.
